How to complete the TCOLE racial profiling report

Last checked October 28, 2026

These steps follow TCOLE’s quick guide for annual reporting in TCLEDDS. For login problems, TCOLE lists support@tcole.texas.gov and 512-936-7700 (option 3, then 1); for other questions, your agency’s TCOLE Field Service Agent.

Before you start

  1. Pull the year’s numbers. Get the counts for every category on TCOLE’s form from your records system for January 1 to December 31. TCOLE publishes the full question set, so you can see every field in advance.
  2. Check that the totals add up. Each section describes every stop once, so its categories should add up to total stops, and each category’s race or ethnicity counts should add up to its total. Search reasons and “contraband found or not” add up to searches; arrest bases add up to stops that ended in arrest.
  3. Prepare the comparative analysis PDF. It compares stops with the gender and ethnic population of your reporting area, examines dispositions, searches and contraband by race or ethnicity, and lists each racial profiling complaint and its resolution. See what it must contain.
  4. Have the chief administrator review it. The chief administrator submits the report (art. 2B.0055(c)).

In TCLEDDS

  1. Log in through TCOLE’s login hub (IAM) and choose TCLEDDS.
  2. Read the Announcements box on the TCLEDDS home page.
  3. In the left menu, under Annual Reporting, open the racial profiling report.
  4. Complete Part 1: LEA Questionnaire first. The chief administrator or a designee completes the self-assessment and submits it; then racial profiling reporting becomes available.
  5. In Part 2: Racial Profiling Reporting, choose “Fill out New Racial Profiling Report.”
  6. Choose exempt or full reporting. A full report asks for the type of comparative analysis upload, the file upload, and the motor vehicle racial profiling information (the counts).
  7. Sign electronically and submit.

TCOLE’s tips: disable pop-up blockers, and document your numbers before filling out the form, because “this page will time out after 60-minutes and all work will be lost.”

Afterwards

Send the report to the governing body of each county or municipality your agency serves (art. 2B.0055(b)(2)). TCOLE publishes every agency’s filed numbers in a statewide spreadsheet on its reporting page.
